The Society of Broadcast Engineers planned to hold its 56th SBE National Meeting in Liverpool, NY, just outside of Syracuse, on Sept. 22 and 23. The event was to be held in conjunction with the SBE 22 Broadcast & Technology Expo, a regional exposition and educational event that restarted in 2023 after a short hiatus. The Expo would have included a media equipment and services tradeshow and multiple technical sessions of interest to all media engineers, technicians, post-production, A/V and media IT professionals.
The in-person expo has been cancelled following restrictions imposed by the state of New York to reduce infections because of the ongoing COVID-19 pandemic. Because of current conditions, travel for exhibitors and attendees would also have been difficult.
While the in-person event has been cancelled, the SBE will hold several of its events virtually on Sept. 22 and 23. The SBE Annual Membership Meeting will be combined with the awards ceremony that would have been part of the Annual SBE National Awards Dinner. The membership meeting and awards ceremony will be held online at 7 p.m. ET/4 p.m. PT on Wednesday, Sept. 23. This will include the induction of officers and directors elected this month, presentation of the individual and chapter awards, including the Robert L. Flanders SBE Engineer of the Year, James C. Wulliman SBE Educator of the Year and Technology Award, and induction of the two new SBE Fellows, James Leifer, CPBE, and Ralph Beaver, CBT. There will also be a special presentation of the SBE John H. Battison Award for Lifetime Achievement.
The SBE Board of Directors will meet on Tuesday, Sept. 22 at 6 p.m. ET/3 p.m. PT.
A Fellows Breakfast is held each year at the SBE National Meeting. Since the group won’t gather in person, a virtual reunion will he held on Sept. 23. The time will be announced later.
All the SBE events will be held online. Details on how to watch the SBE Annual Membership Meeting and National Awards Presentation will be shared via the SBE website, SBE-news email newsletter and social media.

From April 1 to May 31, 2023, the Society of Broadcast Engineers conducted its fifth annual compensation survey to determine salary levels and benefits among broadcast and media technology engineers. This survey provides a wealth of useful information, and it adds to the baseline being developed for subsequent surveys to establish compensation trends.
The complete results of the survey are available at no charge to SBE members as a benefit of membership. It can be accessed through the SBE Bookstore. SBE members will login to view and download the report.

The announcement came early this year that, after 28 years as SBE executive director, John Poray would retire on December 31, 2023. To begin the process of identifying a qualified individual to fill the executive director position, SBE President Wayne Pecena appointed Past National President Joe Snelson to chair the SBE Executive Director Search Committee. The committee has been working the past several months doing the ground work to conduct a nationwide search for John’s successor. Today, the committee announced that the executive director position has been posted to several job boards that cater to those who work in the association/non-profit career field.
Snelson reports that the committee will accept candidates’ resumes through the month of June and that initial interviews will begin in July. The Committee hopes to have a final candidate to present to the Board of Directors for approval by September 22, when the Board meets during the SBE National Meeting in Syracuse, NY. The target date for the new executive director to begin work is no later than January 1, 2021.
In April, the SBE Board of Directors approved a job description and requirements that call for a visionary with a proven track record of management skills who will continue to lead SBE forward in a time of rapid change in the broadcast and telecommunications industry. The executive director is expected to develop plans and strategies with the Board that will ensure the long-term sustainability of the organization and to develop and promote services for the benefit of SBE members.

Trust also increases scholarship amount and agrees to fund an updated SBE CertPreview
The Harold Ennes Educational Foundation Trust, the educational foundation that grants scholarships and funds presentation of broadcast engineering-related educational programs, seminars and workshops, and helps underwrite costs with publishing technical books and manuals, has added a new scholarship to its current offerings. The new scholarship is in recognition of Gino Ricciardelli, an SBE Charter, Life and Fellow member who died in 2018. Ricciardelli, a long-time supporter of the SBE and the Ennes Educational Trust, and member of SBE Chapter 1, willed a significant part of his estate to the Trust.
With the new addition, the Trust now offers five scholarships:
• John H. Battison SBE Founder’s Scholarship (open to anyone)
• Harold E. Ennes Scholarship (open to anyone)
• Robert D. Greenberg Scholarship (open to anyone)
• Gino Ricciardelli Scholarship (open to anyone)
• Youth Scholarship (specifically for graduating high school seniors)
The addition was made at the trustees’ meeting on May 19, 2023. In addition, the trustees also voted to increase the amount of each scholarship from $1,500 to $2,500. Scholarships are awarded annually based on eligible applications received by July 1.
Ennes Trustee Dale Scherbring, CPBE, provided insight into creating the new scholarship. “Gino was a great example of a dedicated broadcast engineer. His leadership throughout his career will be honored by using his generous financial gift to continue to grow and educate youth and professionals in the broadcast Industry. I am honored to assist in recognizing Gino Ricciardelli.”
On the creation of the scholarship, Paul Kaminski, CBT, chair of SBE Chapter 1 Binghamton, said, “Gino was instrumental in making the transition from analog to digital television in the Binghamton market. At an age when many engineers would have retired, his contributions to the process made that transition easier for all involved. His legacy of professionalism, competence and dedication will live on through the Ennes Scholarship that bears his name.”
Separately, the Trust also approved a proposal to fund a new version the SBE Certification sample test software called SBE CertPreview. The Harold Ennes Scholarship Fund Trust was initiated by Indianapolis Chapter 25 in 1980 in memory of Harold E. Ennes, author of many textbooks for broadcast and broadcast-related communications training and a member of the Indianapolis chapter. Ennes (pronounced “ENN-ess”) was a member of the SBE’s national Certification Committee and made many contributions to the early development of the Certification Program. To encourage greater growth, the Scholarship Trust was transferred by Chapter 25 to the SBE national organization to administer in 1981. The name of the Trust was changed in 1995 to the “Harold Ennes Educational Foundation Trust” to fully embrace its expanded role.
Three trustees are appointed by the Society of Broadcast Engineers Board of Directors and are responsible for the operation of the Ennes Educational Foundation Trust. They are Douglas W. Garlinger, CPBE, CBNT, Fishers, IN; Tony Peterle, CPBE, Miami, FL; and Dale Scherbring, CPBE, Timonium, MD. The Trustees appoint a scholarship committee to select the recipients of the Ennes Scholarships each year. More information about the Ennes Educational Foundation Trust is available at sbe.org/ennes.

With the 2023 NAB Show in Las Vegas being cancelled because of the COVID-19 pandemic, the National Association of Broadcasters has created the NAB Show Express, which will stream live online May 13 and 14, 2023. Registration for the online event is free.
The Society of Broadcast Engineers is a presenting partner of the NAB Show Broadcast Engineering and IT Conference. As part of the online event, the SBE will present the SBE Ennes Multiplatform SuperSession. The SBE had planned a longer Ennes Workshop for the Las Vegas event, and with the shortened online program comes this one-hour SuperSession.
The 加速器 will air on the BEIT Express channel on May 14, 2023, at 8 p.m. EDT and May 15, 2023, at 4 a.m. EDT. There are three parts to the program:
• ATSC 3.0 Update: ATSC President Madeleine Noland provides an update on the continuing progress of ATSC 3.0 and various market-transition activities.
• Panel – Multiplatform is Key: Multiplatform has become a business necessity, but it’s also extremely complex. No wonder it’s been top of the must-see list at trade shows and conferences for several years. In this panel we examine what multiplatform actually means today, across creation, repurposing, management and monetization, with tangible examples. The panel is moderated by IABM’s CTO Stan Moote and considers various opportunities to simplify workflows.
• Closing Remarks: SBE Executive Director John Poray concludes the session.

Who will the next SBE Engineer of the Year award recipient be? It could be you, it could be someone you nominate. This will be the eighth year that the Chapter Engineer of the Year award is nominated by SBE Chapters. The chapter honorees are then entered into consideration for the Robert W. Flanders SBE Engineer of the Year award. Each chapter can establish its own criteria for the chapter award. Individuals can also be nominated directly for the national award. For the national award, nominations need to be submitted to the National Office by June 15.
Of the 13 awards recognizing chapters that are presented each year, a local chapter or SBE member make nominations for 10 of them. Many SBE members are highly qualified and deserving of recognition. Likewise, many chapters do an excellent job promoting the ideals and goals of the SBE. Please nominate these members and chapters so they can receive the recognition they deserve.

The Society of Broadcast Engineers has elevated James Leifer, CBPE, and Ralph Beaver, CBT, to the membership rank of Fellow. The SBE Board of Directors elected them at its meeting held April 24.
James Leifer, who originally joined the SBE in 1986, is the senior manager of broadcast operations for American Tower Corp. He is based in the Boston area. His broadcast career began in South Florida. From 1987 to 2017, he handled engineering responsibilities for various broadcast groups, including Paxson, Ion, and iHeart Media. In 2017 he moved to Massachusetts to join American Tower in his current role.
Jim’s SBE activities began with SBE Chapter 53 South Florida. He served that chapter as chair from 2008 to 2012. In 2009, he was elected to a seat on the SBE Board of Directors for one term, then elected secretary in 2011 for four terms. He was the vice president for two terms (2015 to 2017) and then president from 2017 to 2023. He continues to serve on the SBE Board of Directors as immediate past president.
Ralph Beaver originally joined the SBE in 1975. He moved to Tampa in 1973, and he has been an active member of Chapter 39 Tampa Bay Area for many years, including work on the chapter’s annual Chapter 39 Broadcast Engineering Symposium. He served on the SBE Board of Directors from 2002 until 2012. During that time, he chaired the EAS Committee for one year, and then chaired the SBE Frequency Coordination Committee, where he worked extensively with the SBE/NFL Game-Day Coordinator program when the two groups worked together. He started working with the NFL in 1999 as the Tampa game-day coordinator and Super Bowl coordinator in 1999. He was named NFL general manager of frequency coordination in 2011. In addition, he is the CEO of Media Alert LLC, a company he founded in 1994.
In the letters supporting Leifer’s nomination, there are several references to him being a talented, competent and technically capable broadcast engineer. More recently, Jim has been involved with projects relating to the TV repack, and nomination supports note that he goes beyond the technical duties of the project with his willingness to help in any way he can. One nomination also noted that Jim is “brilliant in the area of technical regulatory advocacy work involving the FCC.”
Several nomination endorsement letters for Ralph Beaver cite his work on EAS alerting, working with Florida on creating the state’s Child Abduction Alert system, and his extensive work in frequency coordination, first around the Tampa area and then with the National Football League. Among the nomination endorsements, one letter stated that Ralph is “not only an expert at radio broadcasting technology, [but] also a master of spectrum allocations and spectrum compatibility studies.”
“I have worked directly with Jim and followed Ralph’s accomplishments in their various capacities within the SBE, “said Wayne Pecena, CPBE, 8-VSB, AMD, DRB, CBNE, president of the Society of Broadcast Engineers. “They both possess and regularly demonstrate the skill, attitude, professionalism and dedication to broadcast engineering that are the benchmarks of an SBE Fellow.”
The Fellow honor is the highest membership level in the SBE. Members must have made significant contributions to the broadcast engineering field or the SBE. Candidates are nominated by their peers. Since the Society’s founding 56 years ago, 81 members have been honored with the Fellow rank.
Leifer and Beaver will be recognized for their election to Fellow during the SBE National Awards Dinner on Sept. 23, 2023, in Syracuse, NY, during the annual SBE National Meeting, which will be held in conjunction with the SBE 22 Broadcast & Technology Expo.

SBE EAS Advisory Group; Larry Wilkins, CPBE, chair
I hope everyone is staying safe and abiding by the guidance concerning COVID-19. With that in mind, most broadcast operations are now being handled off-site, which could create security problems. Hackers know this and can take advantage of these opportunities.
Login and Password
It stands to reason that engineers should review the station security features including firewalls, passwords and any access to the open internet by station equipment. One area of concern is the EAS equipment, including any RBDS encoders. Creating secure login information is vital to blocking hackers from getting to the system. While I visit stations as part of the ABIP program, I still find some that are still using the default password that came with the unit. It is not difficult to create secure passwords and change them regularly.
Thankfully, most EAS devices force you to change your password when you first configure your device. Some EAS devices also periodically remind you to change your passwords. When you first install your EAS device, you need to change that default password. If you haven’t done this since you first installed your device, take this as a reminder to go change it as soon as possible. If your device didn’t prompt you to change your password, that is also probably a clue that you are running old software on the EAS device that needs to be updated.
Other reasons to change your EAS device passwords:
1. When you have changes in personnel. Even when changes in status happen on friendly terms, it is a wise idea to “change the locks” on key station equipment – including EAS equipment – when staff or contractors quit, retire or are terminated.
2. After a security incident, such as evidence of unauthorized access to EAS device (even internally).
3. You suspect someone who should not have access might know the password.
4. You somehow logged into the EAS device from outside your station, or from a shared or public computer. First, you should not access your EAS equipment from outside the station, unless you are using a secure link (such as a virtual private network). Fix that right away. Then change your passwords.
5. It’s been a year or more since you last changed the password.
Network Connections
Although it is tempting to place the EAS equipment on an outside static IP address, this gives an open door to those wishing to do harm. If you don’t have an IT staff or someone who understands IT systems, you might ask, “How can I check to see if my EAS device is directly accessible from the Internet?”
1. The easiest way to see if your EAS device might be directly connected to the Internet is this check: Are you accessing the device from a remote location – from home, or an off-campus hotspot, from your smart phone, etc. If you are, and it always “just works,” then your device is on the internet, and you might not have a firewall. A firewall usually requires you to access the device from a known IP address, or to connect through a VPN or other access limiting system. If you’ve never heard of these, and haven’t spent any time setting it up, you need to investigate if you have a firewall.
2. Check the IP address of your EAS device. This will be the address you use to check your logs. Some EAS devices will display their IP address on their front panel – check with your manufacturer.
Some IP addresses are non-routable, and some are routable. If you have a non-routable address, then you are not directly connected to the internet – but you might still have a problem. Sometimes your network will have a device that is redirecting connections from an external routable address to your non-routable internal address. Such a device will often also have firewall capabilities. The non-routable addresses will always look like one of these: 10.xxx.xxx.xxx, 172.16.xxx.xxx through 172.31.xxx.xxx, and 192.168.xxx.xxx. If you have anything other than these, then you are probably directly connected to the Internet. You NEED A FIREWALL. Find out of you have one.
The firewall will permit only certain IP addresses that you select from getting from the outside internet directly to your EAS device. You usually need to limit such access to just the HTTPS port (443). SSL will add additional protection against outsiders gaining information by watching the flow of data between you and your EAS device. Even if you are going to permit remote access to your EAS device, only give access to just the ports you need; not all the ports, because an IP address can be spoofed.
For the best protection for your EAS device, a firewall should reject any incoming connection to your EAS device it receives from the Internet. If you must permit remote access, the best choice is to only permit a connection to the HTTPS port (443). Some EAS devices will use different ports for different things, and you might want to allow access on these ports, but start with a locked down system, and know what you are doing when opening any other ports.
Software Updates
As with all computer devices that connect to a network, keeping the firmware and software updated is important. EAS device software updates contain modifications to meet FCC rule changes, they also contain critical security patches, functional updates and bug patches.
1. FCC compliance updates. The FCC has modified its rules several times over the past few years, changing the way alert time is handed for national alerts, adding EAS event codes, modifying FIPS names, and other rules. If you are not updating your software, you run the risk of not being compliant with current FCC rules.
3. Bug patches and functional updates. From time to time, EAS manufacturers find a flaw or a bug in their software and issue a software update to address it. They also release helpful improvements and new features.
Should you have questions about the EAS equipment configuration, contact the manufacturer directly. Should you have questions regarding your firewall or network configuration, you may want to consult with an IT consultant or the manufacturer of that equipment.

The safety of our members and their families are our utmost concern. During this time of heightened concern for public health with the outbreak of the COVID-19 virus, the SBE asks that SBE chapters not conduct in-person meetings in March and April, but rather, meet virtually through any capabilities you may have available to you.
